 There have been an increasing number of problems lately with the
 BridgeAuthority (see i.e. #11216 #12254 #15866). Yawning and I have been
 discussing rewriting it at some point, and it's possible that the entire
 idea of the BridgeAuthority should be rethought/redesigned.
