Comment:

 Please see branch `bug18756` in my repo for a possible patch.

 From skimming the code, the Fast section is not entirely wrong. The lower
 bound is still at 100KB/s, right? In any case, I removed the historical
 iunfo about 20KB/s.

 I also updated the Guard section.

 Let me know if I messed up something.
