 Seems that the systemd configuration file for tor on Debian allows RW to:

 {{{
 ReadOnlyDirectories=/
 ReadWriteDirectories=-/proc
 ReadWriteDirectories=-/var/lib/tor
 ReadWriteDirectories=-/var/log/tor
 ReadWriteDirectories=-/var/run
 }}}

 In your example, you are using `/var/tor`, maybe try with the "lib/"
 instead and see how it goes?
