 The failure doesn't happen all the time, but when it does, it's in the
 same place:

 I wonder if:
 * Tor successfully does DisableAllSwap?
 * Switching to `User atagar` succeeds? (It shouldn't: that user doesn't
 exist in Travis)

 I also wonder if there's some race condition between Tor and stem.
