In general, we should use relative links as often as we can for our
websites: it makes them easier for other people to successfully mirror.
(I don't know, in this case, how easy it is to fix the new 'portal'
websites. If it's just html, we can just fix it. But if it's scripted
headers where every site reuses the same scripts, then we'd need to make
the scripts smarter to know which site they're building for so they can
know which urls to make relative. And depending on how the scripts are
written, that could get messy.)
