 Was there a Tor Browser version that didn't have this behavior for you?

 Have you tried deleting your Tor Browser tree and installing a fresh one?

 You're downloading it from torproject.org's download page, right, not some
 other launcher?

 Have you tried installing it on a different computer running Ubuntu 18.04?

 Have you tried reinstalling Ubuntu 18.04 on this computer?
