Comment:

 irl and I discussed this ticket. We agreed that the Q&A link could go away
 if we're being a bit more explicit in the graph description that the
 displayed numbers do not count exactly the number of users. Changing to
 needs_revision for that minor textual change which then doesn't need
 another review to be merged.
