 While testing a patch for #33987, I noticed that the `showconf` command
 (and all other commands except `build`) have `rbm_init` as default step,
 unless the `--step` option is used.

 I think it would be better if `step` was automatically initialized with
 the value from `pkg_type`, matching the behavior from the `build` command.
