 What is the accounting and bandwidth configuration that produces this
 output?

 Having wake-up happen one day each month is not necessarily surprising on
 its own.  Suppose that you configure your BandwidthRate equal to your
 AccountingMax / (24*60*60) -- this pretty much means that you're okay with
 using up your bandwidth in a single day.

 The part of this that ''could'' be a bug, though, is the part where we
 keep waking up at the start of the month.  It's supposed to be a random
 point in the month.
