Comment:

 This isn't a Tor bug. It might be a [https://trac.vidalia-
 project.net/wiki/ReportingBugs Vidalia bug], but most likely it just means
 something (perhaps your Windows firewall) is preventing Vidalia from
 connecting to Tor's control port. Vidalia typically needs to be able to
 connect to port 9051 on `localhost` (127.0.0.1) in order to talk to Tor.
