 The Google Chrome people have a proposed web request API that is going to
 be implemented RSN. It lives here: http://www.chromium.org/developers
 /design-documents/extensions/notifications-of-web-request-and-navigation.
 It needs some review to make sure it will be suitable for Torbutton and
 other privacy enhancing APIs.
