circuit_build_times_network_close(): Bug: Circuit somehow
completed a hop while the network was not live. Network
was
last live at 2010-08-23 23:16:41, but circuit launched at
2010-08-23 23:16:41. It's now 2010-08-23 23:17:42.
It is interesting that all of these are *exactly* 1 minute and 1 second
after circuit launch. Perhaps the logic is only wrong for the timeout
codepath(s) for these particular warns.
