 Looks like siv's torperf failed on June 22 and nobody noticed until a few
 days ago (#3831).  There should be a check inside metrics-db that
 recognizes when torperf timestamps are older than, say, 2 days and that
 logs a warning.  This warning should also go in the nagios status file.
