Comment:

 Ok, so I ended up revising/rewriting the majority of the original code
 (and simplifying a bit).

 The place I'm not sure about the implementation is in do_main_loop. If we
 start up dormant then we don't know how old the cached statuses are.
 Because of this, I skip over loading the cache files until we have a new
 connection, at that point the current implementation will handle the
 outdated information as needed. Thoughts?

 The new code can be pulled from bug2149-3
 http://gitweb.evolvesoftware.cc/tor.git and I'll attach a patch in case
 there are still problems, also.
