 So I re-ran CircuitPriorityHalflife 30, not patched, with info level logs.
 Looks like the problem did not appear this time:

 I re-drew the

 -brokenewma-combined.pdf client performance graph] too, just for fun. The
 blue lines contain the new results.

 I'll send the logs, though I'm not sure they will be useful.
