Did you need to restart the hidden-service server, or was sending NEWNYM
to the client sufficient?
If you needed to restart the HS server, the most likely remaining cause of
this is the adaptive CBT code setting a timeout so low that the server
cannot build circuits to HSDir nodes. Nick has decided to not remove or
disable adaptive circuit-build timeout, so if this is the problem, it
won't be fixed.
If you only needed to NEWNYM the client, that's a different bug, and
potentially fixable.
