Comment(by erinn):

 Assuming it's not currently feasible to support 18 languages for the
 obfsproxy bundles, which ones should we support? Should it be arabic,
 farsi, and chinese? Or are there others as well? Or should I begin making
 all languages for all bundles? (I don't think the infrastructure
 *currently* supports it, but we should figure out if it's something we
 want and then adapt the infrastructure to it.)
