Comment(by arma):

 If this is the actual algorithm we'll use, 2.d. should be "is not in group
 1". As you've specified it now, if there are 3 qualifying fast exits in a
 given /24, two of them make it into group 1 and zero of them make it into
 group 2. I think two of them should be in group 1 and the remaining one
 should be in group 2.

 Other than that, sounds great!
