Comment:

 Hm. The flip side of this is that if you change exit nodes more
 frequently, then an attacker who controls some Tor will wind up
 controlling one of your guards much faster.  So this is something that
 would need to get used with great caution.

 Perhaps it would be better to have something that worked more like
 selecting different DataDirectories depending on your location.  I wonder
 if that would be a win?  It'd need some design, but it might not be crazy
 to do.
