 Hi,

 there is an issue with "UK Local Goverment" rule.
 1.) https://www.cityoflondon.gov.uk is using a certificate without a CA,
 assuming self-signed. Please disable.
 2.) Can you add the URLs https://www.havering.gov.uk/ and
 https://www.havering.gov.uk/ to that rule please?

 FYI: I'm using Version 3.3.1 of HTTPS-Everywhere.
