It's impossible.

somewhat surprisingly I can't reproduce this issue on my Linux box even
when trying to follow the steps for the Q&A people in that Mozilla bug.

No. It's a very helpful feature for noobs like in STR
https://bugzilla.mozilla.org/show_bug.cgi?id=1303286, as it resets "SSL
related preferences" to Tor Browser defaults.
