 Today it is already the case that Tor clients use non-Exit Guards only.

 That's because of the load balancing that's done based on proportions of
 what capacities are available in the network.

 Specifically, right now Exit capacity is scarce in the network, so every
 relay that has both the Guard flag and the Exit flag is always avoided
 when clients are picking a guard, since they know to leave its bandwidth
 available for people who are using it as an exit.
