Comment:

 I have branch `24796` ready for review. Basically, it comments-out
 permissions from GeckoView's `AndroidManifest.xml`, most of the
 permissions we already exclude from Fennec's main AndroidManifest.xml, but
 they are duplicated for GeckoView.
