hmm, it seems to be correctly getting it from there, but we still only
measure the relay around once/day

scanner/blob/master/sbws/lib/relaylist.py#L206 is being called.
Maybe it's just coincidence that descriptor bws were the same for all the
relays measured here, at the time the were measured.
