 This looks good! Some nits.

 1. Do we need the private constructor in `FirstrunTorPanelConfig`?
 1. "Experience Tips" is awkward wording, but we should be consistent with
 desktop, so we can use that for now.
 1. I see desktop has additional functionality on each panel ("Review
 Settings", "See FAQs", "Visit an Onion"). Do we want that?
 1. In
 `mobile/android/app/src/main/res/layout/firstrun_animation_container.xml`,
 should `home_tab_menu_strap_tor` be `home_tab_menu_strip_tor`?
