 Attached is a quick summary of how the total Bandwidth= lines in the
 consensus break down by version.  About .0005 of the total (that's 5% of
 1%!) is in versions 0.2.0.x.  About 2% of the  total bandwidth is on
 versions of 0.2.1.x before 0.2.1.30.

 By server count, this works out to 20 of 2367 listed servers on 0.2.0.x,
 and 214 of 2367 on 0.2.1.x before 0.2.1.30.

 I say that we should have the authorities stop voting for anything before
 0.2.1.30.
