 I think this is a better option than a blank dialog box.

 The main issue I see is if Tor is running but Vidalia hasn't been allowed
 to control it. The user will be able to edit torrc (assuming correct
 permissioning) but the Tor instance won't be updated unless the user sends
 sighup. I don't think this is a particularly frequent case we need to
 worry about, though, considering the user should be able to easily
 recognize when Vidalia isn't connected to Tor.
