 Thanks Erinn, the expert bundle version 0.2.3.25-win32-1 works as
 expected.

 Also, replacing the tor.exe in the Vidalia bundles with the tor.exe from
 the expert bundle version 0.2.3.25-win32-1 appears to resolve the problem
 with Vidalia.
