 Isn't SOCKSPort auto entirely disabled on Windows? I don't think we fall
 back to a random port if 9050 is unavailable, do we?

 If we can try 9050 first, it seems like it would be a good idea to do so.
 My understanding was the initial 'SOCKSPort auto' didn't support this. But
 maybe now it does (via the isolate streams feature, at least). It might be
 a Vidalia ticket to do this, though.
