 Are you sure?  In master I have:

                  "No circuits are opened. Relaxed timeout for "

                  "However, it appears the circuit has timed out anyway. "
                  "%d guards are live. %s",
 }}}

 vs
 {{{
           log_info(LD_CIRC,
                  "No circuits are opened. Relaxing timeout for "
                  "a circuit with channel state %s. %d guards are live.",
 }}}

 The "However, a circuit has timed out anyway" line in the original makes
 it look like the notice is getting hit.  The info one didn't have that.
 Are you thinking of a different log message?
