 It turns out that even if you disable healthreport service, it will still
 give you a prompt about the service unless you disable two other prefs.

 Similarly, there are advertisements for Mozilla Sync after you install
 addons, store passwords, or make a bookmark. We should also disable these
 until we can audit Sync more thoroughly.
