Comment:

 Currently, the only way there seems to be to do this is by adding each of
 those users to the reviewers for each team, which only semi-resolves the
 issue, as they would then need to be added to every new team going into
 the future.

 I am meeting with OTF / Transifex on Monday, and will ask them how best to
 approach this. If manually adding to each team is the best route forward,
 I will get that done on Monday. It is possible I am missing something, so
 hopefully the meeting with Transifex will reveal a better solution.
