 More preferable and non-kludgy way is to drop check of
 any_bridge_supports_microdescriptors() by
 we_use_microdescriptors_for_circuits, assuming every bridge support md.
 Then to update nodelist by options_act if config options affecting
 preferable consensus flavor was changed.
