It doesn't make sense to only track it for attempt-based schedules.
But I didn't update the unit tests for that. And, while I was updating the
unit tests, I discovered I was incrementing it past
IMPOSSIBLE_TO_DOWNLOAD. Which is bad.
Fixed in 6415d37.
