Comment:

 My WIP branch here is feature17840-v2, it depends on the changes in
 #17327, it implements the changes in #9067 and #17834, and the majority of
 #9068.

 It turns out that my initial design was over-complicated. Functions
 already exist that select relays and filter them by address. I just needed
 to modify them to check the IPv6 address as well.
