 The C looks perfectly fine.

 The fallback_dirs.inc file really needs to be listed in
 src/or/include.am's HEADERS or EXTRA_DIST or something.

 At first glance the Python is plausible, and IMO that's good enough.

 If you make me a nice squashed-down branch version of this, that's good
 enough to merge IMO.
