Comment:

 With #17327 and #15775 merged, this awaits the opt-in trial in #17158, and
 then the generation of a list of fallbacks using
 scripts/maint/updateFallbackDirs.py and the whitelist/blacklist from that
 trial.

 (Clients will use IPv4 fallbacks immediately, but they won't use IPv6
 authorities or fallbacks until #17840 is implemented.)
