This is a duplicate of #3678, please read the comments there as to why
this is a difficult problem to solve.
To answer your questions:
* The top 3 countries make up 60% of the Tor consensus weight. Therefore,
you are likely to choose a country more than once.

* Tor uses a cryptographically secure PRNG for path selection, based on
OpenSSL seeded with entropy from the operating system and other sources.
