 0. Start Tor Browser in High, Medium-High, or Medium-Low security modes
 1. Load a YouTube video and wait until it appears to fail
 2. Click on it to activate the video
 3. The page reloads, requiring the user to repeat steps 1-3 indefinitely

 Tor Browser 5.0.6 on OS X 10.11.2.
