 In #18828, I had to decrease the fallback criteria to get ~160 fallbacks.
 It would be great to increase these to:
 * Stability: 3 months+ (from 7 days)
 * Flags: 95%+ (from 90%)
 * Bandwidth: 2MBytes/s+ (from 1MByte/s)
