Basically, we're adding yet another hurdle for them to get up to speed.
Though I admit that this hurdle is worth considering to avoid duplicating
code.

Yes, the error message should be clear.
Actually the submodule update culd be perfomed by `ant`.

The submodule setup only needs `ant` and `git`, which are available in a
Jenkins build.
