You're in luck! I think stretch isn't going to move to 0.3.0. That's
because 0.2.9 is the LTS, and it's the one we're going to maintain until
2020:

That is, the Debian stables are aiming to do the sort of thing you're
talking about, so in most cases you should be able to just use them
directly.
