Comment:

 This looks like a Tor issue.

 Does it happen every time?
 Does it happen if you use a different guard? (By deleting Tor's state
 file.)

 Can you send us more detailed (info-level) logs?
 We need detailed logs to work out what's going on for the 80 seconds it
 takes to bootstrap.
