Comment (by teor):

 We need to test that setting `EntryNodes non-fallback` and `ClientUseIPv4
 0` works on a network that is running consensus method 27 or 28.

 Does EntryNodes block authorities?
 I guess it does?

 We might need to wait to test this on the live network, or we might need
 to add fallbacks to chutney.
