It looks like you only had 11 circuits on the faster network. We want to
do two tests here:
1. CBT re-learn from a faster network.
It would be great if you let the tor from the faster network learn a
circuit build time first before moving it to the sat link. It needs to
build at least 100 circuits to do this, which should take about an hour
and a half. It will spit out a notice level log telling you it's learned a
timeout. After this point (though a bit longer wouldn't hurt either), then
move it to the sat link and let it run for a bit to see if it spits out
another notice level log about resetting the timeout to learn a new one.
Then just let it run for another hour or two on the sat link to see what
it comes up with.
2. Fresh CBT
To save money for this test, bootstrapping the directory info on a faster
link is a good idea, but you *must* remove the state file beforehand. In
this test, you had 11 circuits from the faster link.
