 Dan Boneh is teaching a class next quarter on circumvention and anonymity.
 The students will break up into groups and do research projects on various
 topics. One of the topics I'd like him to cover is the "can we take
 advantage of existing resources in these countries to get those resources
 to covertly scan our bridges" question.

 I should write up my preliminary thoughts and assumptions here in more
 detail.
