I wouldn't say my plan was that solid. :) I was thinking along the lines
phobos said, where sometimes we make special testing packages with e.g.
libevent2 in them, and we would sometimes make testing packages with
vidalia-alpha in them.
But that said, who knows what the future might bring -- if there's a
feature in vidalia-alpha that we want our unstable users to have, and it
hasn't gotten enough testing and/or review yet to put it into vidalia
stable, that would be a good reason to put vidalia-alpha in the tor alpha
bundle while it remains in that state.
