 Two reasons.

 A) I wouldn't mind a few, but if we get past a few, we're centralizing
 trust in whatever intranet amazon has. None of the relays would set
 themselves in the same Family, and amazon has a diverse enough set of
 netblocks that it's unlikely they'll be in the /24 either. Maybe this
 isn't so bad if the relays are genuinely in different enough places. But:

 B) The "free" images we provide won't be free if you run a public relay.
 Do they just shut down then, in which case they're not helping, or do they
 surprise their users with a hefty bill? Hopefully the former. In any case
 we concluded in #4387 that running a relay with amazon's prices was
 foolish.
