Hm, that's funny. To be extra sure, can you also try connecting to another
Tor bridge (say `128.31.0.34 1051`) and also to another unrelated server
(say `86.59.118.148 80`). If it's censorship, on the first telnet you
should get blocked, but the second should establish a connection and wait
for you to type stuff. Is this the case?
Are you on a normal domestic connection, or in a university or something?
If the former, it's the first time I see censorship from Japanese ISPs. We
have a wiki with places that block Tor, but we don't have an entry for
Japan:

Since when did this blocking start and do you mind telling us which ISP
you are using?
To get around it, you will either have to get new bridges from
https://bridges.torproject.org/ (click on "''Looking for obfsproxy
bridges?''" and manually add the "''obfs2 X.X.X.X XXXX''" line to
Vidalia), or you will have to enable flashproxy:
