 10GB in one direction in a week is 16.5KB/s. That's quite low.

 How about setting BandwidthRate to 15KB, but BandwidthBurst to 1GB?

 That way it would use at most 10GB each way in a week, but it wouldn't
 throttle anybody until they'd used a lot of bandwidth in a sustained way.
